May I address this to my colleagues in the Sangguniang Bayan, the Sangguniang Bayan Members, especially to my partner HON. Vice Mayor Alimar R. Briana, and to all of you.

Turning back the hands of time, we were in a quandary as to when and where to start. That was after we are sworn into our present office. We know what our town and our townspeople need, but we have that little spark of fear that we might not be able to deliver the services they expect from us.

And like some budding engineers, we began to plan to build the structures of our dream. We sought the expertise of some mentors to help us set our plan into action. The task of building a town is big and with our meager resources, we really need magic.

But then with the accomplishments that we have and we will be having in the future, we can conclude that, that magic that we were craving for was always present in our midst and we now recognize it as the magic of unity and cooperation. The magic of genuine love and concern for our townmates had moved all of us to one action towards the realization of our dream.

It’s been two years and when we started to travel together with the available resources that we have at hand. As we walk on, we passed by some rocky roads but together, we were able to smoothened them up. Amidst the odds and the strifes, we were able to managed, and so, after two years, here we are, proud to show our notable accomplishments, with some still on- going.

Allow me to mention some.

From the time we assume office up to the present, we were guided by our mission to accomplish our vision of a town with peace-loving people living a simple life in abundance. We envisioned Mabini to be one of the cleanest and greenest towns in Pangasinan, and where people especially those living in remote barangays to at least take a share of living in comfort.

As a part of our agenda, we implemented as one of our priority projects the clean and green program of our town. We started and maintained the cleaning, greening and beautification of our town plaza, the public market and some streets, especially along the National Road which are the show window of our town. Part of it, is our program on Solid Waste Management wherein we continued the regular collection of garbage and the maintenance of our garbage truck and Dump truck and the Dumpsite, construction of Material Recovery facility in the dumpsite, also maintained the illumination of our street lights. We made also some paintings on the concrete bleachers, basketball court and others. Concreting of line canals was also done and the project is still on-going. Public plaza in Nibaliw was also improved, we’ve also done some reforestation program in some areas, aside from Public Market, Multi Purpose Buildings and the slaughter house were improved and maintained. Expansion of Cemetery Chapel and concreting of peripheral road around the chapel were done. We’ve also done some flood control measures, the creek desiltation and widening in Pogo.

The welfare of our youths who comprises our young generation who are to be our future leaders was also given utmost importance. Some preventive measures like supporting sports activities and the likes were also done for prevention and control of drug abuse.

One could not live in comfort in impoverished community, so we place as one of our top priorities the development of farm-to-market roads. And among the major barangay infrastructure and development projects are the concreting of road section in Magalong, Cabinuangan, Barlo, Tagudin, Calzada (Camambogan), De Guzman, Villacorta, Luna, Caabiangan, Cabanaetan and San Pedro. Also in Caranglaan, Villacorta, Nibaliw (Sta. Rita). Also developments of barangay roads were also done in Bacnit. Regravelling of major barangays was also implemented in some barangays. We also have some rip-rapping of road section in barangay Cabinuangan & Patar. In 2009, One Thousand Six Hundred Forty (1,640) Km road line connected in Tagudin-Villacorta, Nibaliw-Barlo, and Patar-Cabinuangan roads. Regravelling and reshaping of 28 Km road line were implemented in various barangays. Protective vails, wheelguards were constructed in Barangay Bacnit and San Pedro Bridges as part of Barangay Bridges Improvement Project.

To ensure that classes will start on time so as to contribute to the attainment of quality education, some school buildings affected and damaged by calamities were rehabilitated/repaired. Honoraria of four IS Teachers and 2 Elementary School Teacher, Pre-School Teachers were also allotted from the Local School board fund aside from some other helps from kabaleyan’s abroad for our Pupils.

Programs/Projects to uplift the moral of our people improving their finances, especially the Farmers were also given the bulk of budget from our government. Among them are “Enhance Rice Production Program”; Enhance Hybrid Corn Production Program among others. Health and Nutrition Program was also in our priority list especially for our mothers and their children, the youth, the women and the elderly. Various programs, seminars and projects regarding these were implemented. Medical and especially Dental missions were brought to several barangays where people were given free medical and dental check-ups and medicines.

Our youths were also given livelihood training program courtesy of TESDA and DOLE in partnership of our LGU of Mabini.

From 2007 to present, as if by one stroke of magic, we have made notable accomplishment again, because, we were united by the spirit of the big C’s – Cooperation, Coordination, Charity and the strong urge to be a Champion.

These made us embarked on one big project. The demolition of the main municipal hall building paved the way to construction of the new main municipal hall building.

These programs and projects were made possible through the development funds from the Local Government Unit, Provincial and National Government, and of course through the CDF of some congressmen and from our townmates abroad.

These numerous projects and accomplishments are not the work of one man alone, or the work of the officials alone – but these were accomplished through the concerted efforts of everyone. From the lowest paid worker to the highest official in our Municipality. From everybody here and abroad, because we have one common goal and we are united by that goal – the improvement, the betterment, the progress of our town and its people. We have that dream of building a new, bigger, more beautiful and technologically-updated Municipal Hall Building among others, and now, our dream is now slowly unfolding before our very eyes. We must continue to dream big to dream fast and to dream ahead. The task of course is so big, that I can not do it, without your much-solicited and much-needed help. Together, we can make this town great, and its people greater. I urge everyone to please continue dreaming with me, to continue thinking with me, and to continue working with me NOW and through ALL THE YEARS to come. We only need one big CD to do it, COMMITMENT and DEDICATION.
