The expansion of the Pantawid Pamilyang Pilipino Program (4Ps) was officially launched last May 28-29, 2009 during the ceremonial MOA signing between the Department of Social Welfare and Development (DSWD) and the Local Government Units (LGUs). No less than President Gloria Macapagal Arroyo was the guest of honor, who flew in to Dapitan City to witness the occasion last 29 May 2009. The 2-day activity was first held at the Land Bank Auditorium in Manila on 28 May 2009 where DSWD Secretary Esperanza I. Cabral led the ceremony. Local chief executives from 93 provinces, cities and municipalities were gathered and signified their full support, through signing the MOA, on the implementation of the program in their respective areas. The MOA stipulates the duties and responsibilities of the DSWD and LGUs, to effectively and efficiently implement the program. The areas included in the 2nd set of implementation were selected from the 100 poorest municipalities from the poorest provinces based on 2003 Small Area Estimates (SAE) of the National Statistical and Coordination Board (NSCB). The DSWD used a Proxy Means Test, scientifically-designed system, in the identification of the poorest households that were included in the program. A household-beneficiary with 3 children, 0-14 years of age, can receive a maximum of P1,400 a month or P15,000 annually as long as they comply with the conditionalities on health and education. Conditionalities include, (1) pregnant women must avail pre- and post-natal care and be attended during childbirth by skilled attendant; (2) parents must attend responsible parenthood sessions; (3) 0-5 years old children must receive regular preventive check-ups and vaccines; (4) 3-5 years old children must attend day care or pre-school classes at least 85% of the time; (5) 6-14 years old must be enrolled in elementary and high school at least 85% of the time, and; (6) 0-5 years old must receive deworming twice a year. After validating and registering of the indigent candidates for the program, there were approximately 1400++ beneficiaries in 16 barangays in the Municipality of Mabini that were recommended and were selected as the beneficiaries of the program. Last Tuesday, August 11 the beneficiaries received their cash cards (ATM) and received their individual cash grants in the Municipal Public Plaza inside the Orbos Gym, distribution of cash cards were divided into two days by the MWSD and Landbank for more appropriate and fast distribution of cash cards.This was done orderly and fast thru the support of Mayor Titos R. Reyes and his Staffs together with Mrs. Teresa L. Ragudos and her staff that exerts effort to help and give aid to our less fortunate kababayans in Mabini. And for this, may our Less Fortunate Kababayans that was selected and given a chance to make their dreams come true be more responsible to use this gift for their good and their children.
